In my experience, if the email you received the notice is the same email that your account is registered to, it’s more than likely real. I personally haven’t received this notice so I can’t comment on the validity of this one, but I’ve also yet to receive a fake settlement offer either.
Most legit services will use the name you registered with in any official e-mail ["Dear Customer, etc..." is a dead giveaway], or will provide some verification information in any communication with customers, such as the last four digits of a phone number associated with an account.
