(The double raise is still weak and preemptive in either case, but according to Bridge World Standard 2017, shows "some values", i.e. enough to have a shot at 3NT if partner has 18-19 balanced.)
Criss Cross Raise - Also known as the Criss Cross Jump Shift or Crossover, a convention to address minor suit openings when responder has a invitation values (some play game forcing) and no 4 card major.
Alternately, mikeh's scheme using criss cross allows you to retain the simple single raise as normal which can be useful in fighting for part scores, or making sure (esp important at IMP) that you play and make 2 or 3 m rather than being off 1 in 1NT.
