Sep 19, 2013 · From what I understand, it's not a ban on "having pen pals" just *soliciting pen pals online*. I think they intercept the brochures, etc, but if one of the inmate's friends or relatives tell people "hey, so and so is incarcerated and wants mail", they will still get mail from these "strangers"...
There are many official third-party services for pen-pals to email inmates. These are fee-based services and are monitored by the institutions. WriteAPrisoner.com provides no mechanism of contact for inmates to actually email.
