Texas assesses its road construction and maintenance needs annually. Texas requests only 30% of the aid they need from the Federal government because they don't want "damn federal control here" Texas still has to build and maintain roads. Texas contracts for toll roads, which are managed and tolls handled by non-US entities.
Roads cost money and the Austin/Texas credit cards are maxed out. So we agree if other people build the roads for us we'll let them keep the toll money. Part of why 130 and 45 were tolls is also that they are speculative roads, particularly 130. 130 wasn't built because we felt like there was a great immediate need for it.
A GPS will take you from the I-35, to SH45, to 1. This is a very short toll road leading to the north side of downtown Austin. There are no humans in the booths, it's all done cashless. Scroll down my Trip Report where I went through a toll for $1.06, tried to clear it up, and couldn't.
