Arte is top-tier. This is as good as French TV gets, though there sometimes are great investigation documentaries on France 2 like Cash Investigation, Complément d'Enquête or Envoyé Spécial (but those focus on French political topics, harder to understand for a foreigner).

Arte website has a live tv page but I am not sure it is accessible outside of France or Germany. In any case I don't think there is anywhere a live tv that also displays subtitles live (maybe during movies but that's all).
