Oct 5, 2018 · You need to understand the basic soccer rules to know what’s going on throughout a match. And fortunately, the rules of soccer are quite simple! There are 17 fundamental “Laws of the Game” which I’ll discuss below.
Learn the rules of soccer with our guide to the laws of the game, from fouls and the offside rule to the field of play and penalty kicks.
- The Field of Play. Soccer can be played on either grass or artificial turf, but the surface must be green in color. The field must be rectangular in shape, and distinctly marked by two short goal lines and two long-touch lines.
- The Ball. A soccer ball must be spherical in shape and made of leather or another comparable medium. Its circumference must be in the range of 27 to 28 inches.
- The Number of Players. Matches are generally played by two teams of 11 to a side. The goalkeeper is included in the 11-player total. If a team cannot field at least seven players at match time, the game is a forfeit.
- The Players’ Equipment. All players are required to wear a jersey, shorts, shin guards, socks and cleats. The socks must cover the shin guards entirely.
Corner flags must be at least 1.5 m (5 ft) high and must not be pointed or dangerous. Players must not move the corner flag to take a corner kick or throw-in. There is a curved line (arc) drawn inside the pitch from the touchline to the goal line with a radius of 1 m (1 yd) from the corner flag.
Law 8 - The Start and Restart of Play. A kick-off starts both halves of a match, both halves of extra time and restarts play after a goal has been scored. Free kicks (direct or indirect), penalty kicks, throw-ins, goal kicks and corner kicks are other restarts (see Laws 13 – 17).

A penalty kick is awarded if a player commits a direct free kick offence inside their penalty area or off the field as part of play as outlined in Laws 12 and 13. The ball must be stationary, with part of the ball touching or overhanging the centre on the penalty mark, and the goalposts, crossbar and goal net must not be moving.
