If you stop the torrent after you download, you're just doing something called hit & run and don't help the community to keep the files alive. Rule of thumb is that once you download a torrent, you keep it alive and seed when you get at least ratio download/upload of 2.
If you delete the torrent (not the file, just the torrent in whatever client you are using to download) you aren't seeding anymore. After that if you delete the file the only thing that changes is you also now don't have that file, you stopped seeding 2 steps ago.
If you cleanly shut down your torrent client or just stop the torrent in question and it's actually stopped you should be able to forego the recheck. Rechecking is a good idea but could take a long time if it is an older drive.
