In order to do the Incoming... quest you must first complete Meet the Scout (Alliance) / Meet the Scout (Horde) then A King Among Men (Alliance). Once you complete that very short quest you will get Lion's Landing (Alliance)quest to use a flare on the beach to summon the fleet.
