Date and Time Settings. If the date and time settings of your computer are incorrect, the host may show as Enabled and Online in your system tray, but as Offline in your account. In this case, you receive an Error 13 while trying to connect to a remote computer.
By default, the host should start with Windows. If it does not, it could have been manually disabled. Click Start > Run (Vista/7 users can use the Start search box) and type MSCONFIG and press Enter.
