I'd agree with you that it's safe, but just because your computer still seems to be running fine, that doesn't necessarily mean a program is safe. Often times the goal of dangerous software is to trick you into thinking everything is fine all while it's harvesting your information.

From what I understand you will need libraries for graphics, sound and other important parts that make up a game. And that has to be compiled using a compiler. C++ writes the instructions on how these should behave and what to include.
