He studied at the University of Tokyo, Faculty of Letters. In 1958, he won the Ginkgo Namiki Award for his novel "Suna no Toei". He joined TBS after graduating from university.
Tonkô Horikawa was a producer and director, known for Kishibe no arubamu (1977), Sennen no koi - Hikaru Genji monogatari (2001) and Jûni nenkan no uso: Chichi to mitsu no nagareru chi yo (1982). He was married to Rin Takagi. He died on 28 March 2020 in Yugawara, Kanagawa, Japan.
