Eiko is a better White Mage. Garnet is a better Summoner. If you are going to remove summons all together from the equation, of course Eiko is going to come on top. Dagger has stronger eidolons and with auto-regen you never need to heal between summonings because your regen ticks keep going during the cutscenes.
