The database doesn't mean shit, every time a torrent is started, it contacts the tracker. Then the tracker advertises that IP. And all the relevant entities need to send DMCA notices is an IP address. One, the majority of people using TPB aren't registered. Don't need to be registered to find a person's IP that is being used to download over BT.
