I'm trying to figure out if claim reduction is additive, because if it is 0 network cost is possible with monuments which would let you claim every province you can see immediately.

Jul 8, 2022 · Russia is winning against Ukraine because they overwhelm then with numbers and scale, but that's only going to work against a smaller adversary. When they tried to do more elaborate operations, they failed catastrophically. The idea that Russia could be a near-peer competitor with more major actors such as NATO now seems increasingly unrealistic.
Nov 9, 2023 · The only major goals besides conquering Russia was securing the Balkans (done) and Med, forcing Britain out, and getting Oil (presumably from the Soviets). As such, w/o invading the USSR, Germany instead invests more in the U-boat campaign and bombing Britain, but ticking those up in priority wouldn't knock Britain out, and they could never pull off Sea Lion.
