You can save an area from Google Maps to your phone or tablet and use it when you're offline.Tip: You’re unable to download offline maps in some countries or regions because of contractual limitations, language support, address formats, or other reasons.

You cannot even download the offline map of Japan and use that, but the good things about google maps when you have internet are, it will show you all the possible ways to get from point A to point B and it will show you even how long it takes and how much it costs.

Most likely, this has to do with data ownership issues, though it did not seem to be stated explicitly on the Google Maps site.
