Northern Ireland as a state is comprised of 6 of those 9 counties. Partly dates back to the founding of the state. No one wanted it to be called 'Northern Ireland' because it's just not an accurate term in any way shape or form. Unionists wanted it to be called Ulster, but that's also wrong.
