The institution representing Kaunas municipality, elected in March, 1990, was initially called the Council of People‘s Deputies of Kaunas City, and consisted of 100 deputies. In April 1990, it was renamed the Kaunas City Council, and in July 1994, the Municipality Council of Kaunas City.

In the first half of the 20th century, when Kaunas became the temporary capital of Lithuania in 1919, the city was extensively modernized and thousands of new buildings were built.

The history of Kaunas as a city, however, started in 1408, when Grand Duke Vytautas granted its citizens the privilege of self-government based on Magdeburg Law. Thus the community of free and economically-independent merchants and craftsmen was legalised, responsible directly to the ruler.
