Simon Cade was an NCIS Special Agent who was assigned to Erica Jane Barrett's team alongside her and NCIS Special Agent Gayne Levin. Originally from Bremerton, Washington, Cade graduated high school and later attended Yale University where he played football.
All the thing was just a set-up. Cade wasn't dirty. Stratton ( or I must say Cole) and Latham wanted to frame Cade, and JJ and even Tony. That's why they have to be killed. And Jarvis was an arrogant with some power who believes whatever.
