I think it was a number of reasons but the top for me were: Strike Team going their separate ways with generic storylines each. Lack of David Aceveda as "Barn" captain and his rivalry with Vic. Glenn Close's character was not believable and asset seizure storyline was pretty lackluster.

I found Cruz Pezuela to be a bit of a bore. The first few episodes of season 6 were dynamite. Season 7 was solid from start to finish though, just like season 5 and season 2. I thought season 4 was a lot stronger than season 6, 3 and 1 but they are considered to be the weaker seasons yes.
The Shield is one of the best series of all time, hands down, I was hooked from the start despite Season 1's episodic nature yet I just don't understand the hate this season gets or why it's considered the worst season so could someone please explain it to me??
