11 is a half-hour "movie" that was just an excuse to show off One Piece with 3D animation. It's fun and kinda novel, but if that doesn't sound neat: just skip it As everyone has said: 10, 12, 13 and 14 are the "Oda films" and are all great (Film Z being my personal favorite)
It's non canon completely. I'd recommend you wait until the end of the Punk Hazard to watch it though due to spoilers. There's still some things you have to know. If you want to watch amazing, quality One Piece movies though, check out Movie 6 (Baron Omatsuri), Episode 0, and Movie 10 (Strong World).
