Search results
Shops are generally for cabin decorations, fancier/flashier guns, and new armor. Weapon and health upgrades can be found in the wild, but you can buy extras if you need to.
Hold off on the armor parts amd buy only what you really like. The default N7 you get in ME2 gives you a decent stat buff already. The best Kestrel Armor parts are locked until illium.
You can only get a few upgrades from missions, if you want to max out damage you have to buy from the shops as well.

Citadel Souvenirs is located on Level 27 of Zakera Ward, to your right when coming through the C-Sec security corridor. To get the 12.5% Discount at this store, talk to the shopkeeper Deleia Sanassi and use the Charm or Intimidate option.
Zakera Café is located on Level 27 of Zakera Ward, on your left when coming through the C-Sec security corridor. It's unique in that it's the only store in the game to have no discount, and it doesn't get its stock updated later in the game.
Rodam Expeditions is the only store on Level 28 of Zakera Ward. You can find it immediately on your right as you come up the stairs from Level 27. To get the 12.5% Discount, you'll have to use a Charm or Intimidate option to the shopkeeper Erarn Tiron.
The Sirta Foundation store is located down on Level 26 of Zakera Ward, to the left of the entrance to the warehouse. Like Zakera Café, it does not get updated stock later in the game. To get the 12.5% discount, use the Charm or Intimidate option on the shopkeeper, Kian Louros.
Saronis Applications is located on Level 26 of Zakera Ward, on the far left when coming down the stairs from Level 27. To get the 12.5% discount, use Charm or Intimidate on the shopkeeper Marab.
Omega Stores
Omega Market is located in the market plaza accessed via the right-hand door to the right of the main Afterlife entrance. To get the 12.5% discount, use the Charm or Intimidate options on the shopkeeper, Marsh.
Harrot's Emporium can be found by taking the right-hand door located to the right of Afterlife's main entrance and then walking straight ahead and past the Batarian preacher.
Kenn's Salvage can be found either by taking the left-hand door located to the right of the Afterlife main entrance, or by going down the stairs near the Omega Market and taking a left. Kenn's Salvage is a store that will never get new stock later in the game. To get the 12.5% discount, use the Charm or Intimidate option on Kenn.
Illium Stores
The Serrice Technology store is located just next to the doorway where you can get to Liara's office. To get the 12.5% discount, talk to shopkeeper Hermia, then either use the Charm / Intimidate options, or if you're in the Gianna Parasini Side Quest, warn her that she's being spied on. Doing both will not stack the discounts.
