Jean Nouvel (French: [ʒɑ̃ nuvɛl]; born 12 August 1945) is a French architect. Nouvel studied at the École des Beaux-Arts in Paris and was a founding member of Mars 1976 and Syndicat de l'Architecture, France’s first labor union for architects.

The new concept starts from the principle that there should be passageways within the block to link Cheapside with Watling Street and Bread Street with New Change and bringing about continuity with Bow Bell’s church yard. Theses passages create a crossroads at the center of the block.
