If it has an older OS than 10.3.2.500, then you can use an auto-loader to wipe/install an older OS, which would then reset the BBID on the device allowing you to create a new one.

I followed the above steps but nothing is working, I dont have a wifi network to connect to bcuz the one I am using is only for two devices, which is my current wifi only phone and my bfs laptop. I tried the *#testmode dial code and that's not working either.
