  7. The law is not being enforced. Owners who don't clean after their dog should be fined by they get away with it. Same goes with approximately every rule in Paris (drugs, people peeing everywhere, 'code de la route' etc..), it looks like averyone agreed to let other people do whatever they wanted to.
