When police artist Jack Whitfield (Fahey) learns about the serial killer that seems to be unstoppable, with no survivors, he's discouraged. But when he learns about an eyewitness survivor, Emmy O'Conner (Cox), things seem to unfold.
Courtney Cox plays a blind woman and the only eyewitness/survivor of a serial rapist/killer. Together with the titular, supernaturally talented sketch artist played by Jeff Fahey, they put together a sketch of the perp. The reasoning and way that they shoot the sketching/hands that see is great.
