BabyTV initially launched in 2003 & aired programmes licensed from numerous companies. During the channel's infancy, they bought the rights to broadcast "Booby and Booba" (בובי ובובה) and "Booby goes for a walk (The laughing baby)" (בובי יוצא לטיול (התינוק הצוחק)) which had initially been distributed on DVD starting in 2003. Other programs broadcast only in Israel are: "Boo's World" (עולמו של בו). "Baby Vania" (בייבי ואניה) and "Circle shapes" (גלגלים). The show itself quickly gained popularity, thanks to BabyTV distributing this program to ~500,000 households across Israel. Due to the success of this, they would later buy the rights to broadcast Oobi, Boohbah, Bruno (shorts only, not Banana Bunch), Brainy Baby, Puzzles Inc, Farzzle's World, and Danny & Daddy programming during the spring of 2004. Although these shows stayed airing in Israel until about 2012, only Brainy Baby, Puzzles Inc, Farzzle's World, and Danny & Daddy stayed for the Rise To Stardom era, and left by the time the CGI era came around.

Ron Isaak had joined the team by June, and once he stepped in as Creative Director, things changed for the better. BabyTV started to test pilot episodes of shows to an audience of children 3 and under. Some of the shows would also be changed if a majority of the staff members wanted the final product to have a bit of polish to it. JCS Post Productions would also create idents for the channel so that BabyTV had a distinctive image.

Things were going great up until the summer of 2005, when things started to improve more so. The first few originals were Tulli (תולי), 1,2,3 Tell Me A Story (1,2,3), Louie's World (עולמו של נוני), Louie's Friends (החברים של נוני), Jammers (התזמורת הקטנה), Baby Giants (ענקים קטנטנים), Vegimals (ירקות-חיות, later expanding into Vegimer and Vegibugs), The Bonbons (הבונבונים), Kenny and Goorie (קני וגורית), Baby Farmers (כיף בחווה), Who's it? What's it? (מי זה? מה זה?), The Feely and Buddy Show (המופע של פילי ובאדי, in collaboration with Comfy Interactive Movies), and Rinat Gabay in the world of Words (רינת בארץ המילים, only aired in Israel). These programmes improved the quality of BabyTV's programming schedule and the overall variety.

By October of 2005, BabyTV had started to broadcast across Europe. During its launch week, NTL gave their customers a special treat: the BabyTV channel, free of charge. This would prove to be successful, and would also lead to BabyTV expanding to other countries in the following months.

BabyTV started completely stopping crediting workers of the series (outside of Israel), and imported shows stopped appearing internationally. Examples of new shows added in this era were "Popiz", "Crystal Ball", "Tiny's Playground", "Draco", "Play Time" and a revised, shorter version of Baby Album, no longer using lyrical songs.
