Most of it is episodic up until the 2nd half of season 2 where the ongoing arc really goes into overdrive and carries through to season 3 which in my opinion is the best. The series definitely takes a while to get its feet and don't be expected to be totally hooked from the very first episode.

Despite its issues, I prefer Millennium over The X-Files in certain ways because at least there are serialized arcs that have momentum which provide more meaningful character development in a shorter amount of time.
I think it's a very good show, one place below Fringe in my list of X-Files substitutes. I found the first 3 episodes in season 1 unusually dull, but it slowly starts to pick up from episode 4 "The Judge".
