Batesville is an incorporated city governed by a mayor and a five-member city council. Four of the city council members are elected by four districts while the fifth is elected at-large by the community as a whole. The city also elects a city judge and city clerk treasurer.
Named for James W. Bates, a judge and delegate to the U.S. Congress from the Territory of Arkansas, Batesville was founded (1812) by John Reed, who built a trading post at the mouth of Poke (now Polk) Bayou, where a fork of the Southwest Trail crossed the river.

The City has existed under three names: Napoleon, Poke Creek, and finally Batesville in honor of Judge James Woodson Bates, the first Territorial Delegate to Congress. He came to Batesville in 1819 and was one of the most prominent citizens of the community for fifteen years.
Batesville’s early beginnings are tied to a young man’s dream of owning and working a piece of farmland in southeastern Indiana. Teunis Amack purchased 120 acres of government land in Ripley County’s Laughery Township in 1837 and built his home out of the area’s hardwood logs and dug a well.
