  1. Ross County is a county in the Appalachian region of the U.S. state of Ohio. As of the 2020 United States Census, the population was 77,093. [2] Its county seat is Chillicothe, [3] the first and third capital of Ohio. Established on August 20, 1798, the county is named for Federalist Senator James Ross of Pennsylvania. [4]

  2. Ross County was formed on August 20, 1798 by proclamation of Arthur St. Clair, Governor of the Northwest Territory. It included a large part of what is now the State of Ohio. The establishment of Franklin County and the later organization of other counties reduced Ross County’s huge size in 1803.
