You clearly didn't read the article, which clearly states that they confirmed the death with Near's employer. Near didn't extort anyone. Near's actions hours before committing suicide aren't extortion, they're a desperate attempt to try one last crazy idea to get the mental anguish they were causing to go away before giving up on life.
