Because the link opens app world automatically the shortcut can't be created using the default browser. I used shortcut it(any shortcut making app will do) to create a homescreen icon. Now all I have to do to reset the runtime is, clink the webpage shortcut, click open in appworld, and wait until the update closes. bam, the runtime has been reset, and android apps will work again.
