Biography. Caesar of the Eastern Empire 351-354; half-brother of Julian the Apostate (q.v.). Flavius Claudius Constantius (originally named Gallus) was Constantius II's cousin (q.v.). He became Caesar in March 351 and changed his name. He ruled the Eastern provinces from Antioch but was a harsh governor and his subjects complained to the emperor.
