The BlackBerry activation servers were decommissioned globally last month. Once a factory reset is performed, the device can no longer be set up again anymore. https://www.blackberry.com/us/en/support/devices/end-of-life
I have confirmed this works on the Z10, Classic, and Passport and have every reason to believe it will work across all devices. The fix also does more than simply get you out of setup (permanently)--it also restores the ability to sideload so you can use native BB10 apps!!!!
Downgrading to PlayBook OS 2.1 after skipping the setup screen on DEV OS 10.0.4. Around a few months ago, u/aLdroBSe found a way to skip the initial setup screen on the PlayBook, which has been a problem since the BlackBerry activation servers were decommissioned.
