Regulation 3 sets out the procedures to be taken by the local education authority when it proposes to change the session times of a community school, voluntary controlled school, community special school, maintained nursery school, foundation school, voluntary aided school or foundation special school.
The Changing of School Session Times (Wales) Regulations 2009 came into force on 1 April 2009 (and revoked the Changing of School Session Times (Wales) Regulations 2000).

Regulation 4 of the Changing of School Session Times (Wales) Regulations 2009 prescribes the procedure to be followed by a governing body of a community, voluntary controlled or community special school or a maintained nursery school when it proposes to make any change in the times of school sessions (or, if there is only one, the school session).
The Changing of School Session Times (Wales) Regulations 2009 (“the Regulations”) are made under Section 32 of the Education Act 2002 as amended by the Learner Travel (Wales) Measure (2008) (“the Measure”).
Regulation 3 of the 2009 Regulations sets out a procedure for the changing of school session times by a local authority and regulation 4 sets out a procedure for the changing of school session times by the governing body of a maintained school.
