I doesn’t seem you can activate it. Usually a windmill like this will give you the task of clearing it out before activating it, but it doesn’t even give you that. Regardless, I’ve cleared out everyone to no avail. Restarting the game completely doesn’t seem to help either.

Requirements:
•200 Stamina
Start by jumping onto the moving mechanism and waiting for it go to up. Shimmy to your left and jump to the wooden board and pull yourself up to climb through the hole.
This is where it can be a little tricky. Once you're on the platform, go to the right and you will see a wooden plank above the moving mechanism you used earlier. Carefully jump onto it but make sure you don't fall off so you don't have to repeat the process.
Once you're on the plank, look to your right and wait until you're the highest you can be. Jump to grab ahold of the boards.
Don't pull yourself up. Instead, shimmy to your left and jump onto the stationary platform suspended in the air.
