So the answer is NO. You can play any of them in any order. Really the only consideration is your tolerance for antiquated interfaces, and graphics. For that reason, I'd say play them in order of release, but 1 & 2 are significantly different games due to the ISO viewpoint.
Fallout 1 and 2 should be played together as they are basically the direct sequel/prequel to eachother. Fallout 3 and beyond are more isolated experiences and are mostly unrelated to the first two. They can be played and understood without playing 1 or 2.
Fallout 3 is a Bethesda game, Fallout 2 is an isometric tactical turn-based CRPG. If you like the latter then Fallout 1 and 2 are much better than 3, but it's better to start with Fallout 1. If you're into Bethesda games but not that type of RPG, 3 is what you're looking for.
