Adrian Chase/Prometheus used that same line in the Season 5 Arrow episode "Kapiushon" where while he was torturing Oliver, he explains why he named himself Prometheus because in mythology, Prometheus challenged the omnipotence of the gods. Adrian believed that like Oliver Queen, the gods played judge, jury, and executioner, but Prometheus took away their power.
