The name change based on their T&C's should be possible (Art 8). The issue are the rules of the service provider (Art 28). And most airlines will not accept a name change.

Had a bad experience with accommodation booked through them in Kos a few years back but that actually wasn’t their fault!

Aug 19, 2022 · The date of travel was 16th Sept, we have received notification from Turkish Airlines (The flight provider) to say that both or outgoing and return flights have been cancelled. It seems they no longer do that route, my question is we have paid £400 so far, the next and last instalment of £800 is due to go on the 2nd of September.
