I very, very, very much doubt you can set up something specific like that. Apple offers a wide variety of security measures to prevent account recovery by anybody other than an authorized person.
If you can't access the email either, you'll need to request to update the trusted phone number on file. Apple will guide you through additional verification steps. Once verified, you can set a new trusted phone number and then reset your Apple ID password using that new number.
