A working place is the actual few square feet/metres where the work (or any sort) is done, e.g. a desk, a workbench, an oven, a cockpit, etc. I seem to remember "working place" being specifically referenced in Health and Safety legislation.

So: "All workers should benefit from legislation governing safety in the workplace". But not "He is in the workplace" (He is at work; he is at his place of work.)

You would not ask someone on the street where their workplace was, but you could ask them where their place of work was. I am not entirely sure why I think "workplace" is possible here.
