Probably a driver issue, either mouse and keyboard or bluetooth. -Windows+X> device manager> keyboard> right click on all drivers> Uninstall> now under mouse, also right click on driver> Uninstall> restart PC. Windows+i> Update and security> troubleshooting> additional troubleshooting> bluetooth> run solution. See if it solves the problem.

It's as if it's having an anxiety attack. The flicker can also interfere when trying to click on icons, although most of the clicking feature seem to work okay most of the time.

Disconnecting mousepad using third party software (Touchpad Blocker) - No result. Running multiple different anti virus scans - No result. Unchecked "Enhance Pointer Precision" in the control pannel - No result.

Click Start> Settings > Devices > Select Mouse > click on Additional mouse options > Open the Pointer Options tab > Uncheck the option "Hide the mouse pointer while typing" > click Apply then OK to save changes. Now, check whether the mouse cursor appears this time.
