The word "best" is an adjective which means it describes a noun - it does not stand alone. Lots of people have seen this closing to a message, but that does not make it correct.

However, that is a completely different thing than the phrasal verb "concentrate on" which means to turn the focus of our mind sharply on one thing or person to the exclusion of all other things on our mind: "I'm too (excessively) concentrated on athletics."
