You can reset while keeping files, I'm unsure if that will recreate the user accounts though. So it may not even solve your problem. Sincerely, LightJack.
Jun 8, 2022 · Press and hold down the Power button, Volume UP and Volume DOWN buttons all at the same time. When the device starts booting, you can release the buttons. Try the Screen Reader for BBID again. Some devices need this (Power button, Vol - button, Vol + button) done a few times before the Screen Reader speaks about BBID.
Dec 8, 2018 · If not, then a Windows Reset is your best option, you will be able to keep your files and built in Apps, you will however, need to re-install your 3rd party applications. Go to Troubleshoot - Advanced Options - Reset this PC. Choose to keep your files and apps. Then start the Reset.
