Change the volume of the shutter sound in Photo mode. In Camera, switch to Photo mode. Open Control Center, then drag up or down. Swipe up from the bottom of the screen to go back to Camera. Note: The shutter doesn’t make a sound when Live Photos is turned on (except in some countries and regions).

It may also be that the sound setting in the app is too low. Open the app and navigate to the page with the Play/Pause button. Move the slider to the right to increase the volume.
