The aliens, angered by the attack, bring in hunters from off-world to seek out the perpetrators. They quickly zero in on Rafe, and his accomplices Anita (Caitlin Ewald) and Daniel (Ben Daniels). Anita is vaporized when she attempts to rush one of the hunters and Daniel ingests cyanide to avoid capture, but Rafe is shot by Mulligan and is arrested.

Captive State is very low on character development because it attempts to squeeze the genres of horror, distopian political thriller, and hard sci-fi into a movie with tons of action and details. Nearly 10 years after an alien invasion of Chicago, the remnants of a terrorist cell against the aliens and working with the aliens, is activating again to take down a peace agreement.
