What I believe the OP is referring to is the fact that while there are indeed no median crossings, there remain private accesses and left turns on the N7 between Newlands and Naas. The Naas dual-carriageway is not HQDC which is full motorway standard.
The majority of the route (between Naas and Limerick) is motorway standard and is designated as the M7 motorway. At the Rosbrien interchange in Limerick the route continues as the N18 dual carriageway to Galway, Shannon and Ennis.
It is odd that the N7 runs from the M50 to Naas as a 6-lane grade separated dual carriageway, and the motorway only begins south of that along a winding route with poorer sightlines and width than the dual carriageway.
