I think it's anger issues, from what I remember from watching the series, there was a clip of a young Benson with his family. His family encouraged him to yell for what he wants, so it's probably anger issues, although there might be a chance that the scene was unrelated to Benson's anger.
The reason for that is, Mordecai and Rigby immediately acknowledge that they screwed up and say they'll paint the parts they ruined. Instead of laying into them, Benson just calmly explains that they need to paint the whole house or the paint won't match.
Benson morphs into a solar-beam giving form of himself, and starts to destroy the park. Pops then realizes the error that he caused and tells Benson that he can yell at Mordecai and Rigby again, he ceases disintegration of the park and accidentally makes Mordecai and Rigby deaf.
Benson is supposed to be the grumpy boss, and the Mordecai and Rigby are supposed to be the fun loving bros that the children can relate to and root for, however one episode changed the way I viewed the show: Busted Cart.
