It appears to imply that there is just one continuous sky or sea (or body of water, in your case), although I suppose it could mean that there is only one that is important.

"On the ocean" would mean that you are on a ship, etc., that is sailing the ocean. Therefore, all three could be correct, but the meaning changes with each.
