While I don't disagree entirely, it should be noted that Leon is comically bad at telling whether somebody is dead or alive. If he would have properly checked Annette in the A Scenario she wouldn't have gotten the drop on Ada in the first place.

Honestly, probably not the answer you want, but in the original RE2 she (most likely) canonically doesn't fall at all. Basically, in Leon B, Ada saves Leon from Mr. X and gets badly hurt and 'dies', before coming back to throw Leon the rocket launcher to use against the Tyrant.
