Spy City is a spy thriller television miniseries created by William Boyd about spies in 1961 Berlin, during the Cold War. The series first aired in Germany, and AMC+ picked up the rights to stream in the United States at MIPTV.
It's a city full of spies who've all been forcibly retired and who are kept legally invisible by the government. They also can't leave. One of the Marvelman/Miracleman comics ("Spy Story", #21 of the revived series, 1991, by Neil Gaiman) is about a woman living in a city of spies.
